Today, President Kassym-Jomart Tokayev delivered his annual Address to the people of Kazakhstan at a joint session of the Parliament chambers, outlining the key directions for the country’s further development. In his speech, the President identified strategic priorities for the medium term, gave specific instructions, and set new tasks for Parliament, the Government, and other authorized bodies. The Head of State touched upon virtually all areas that impact the quality of life in modern Kazakhstani society.
In his Address to the Nation, President Kassym-Jomart Tokayev outlined a clear strategic direction for the country's development amid global change. These initiatives are widely supported in society, as they aim to build a Just Kazakhstan, develop human capital, implement innovative technologies, and ensure social stability.
We fully support the President’s initiative to transform Kazakhstan into a digital nation. The creation of the Ministry of Artificial Intelligence and Digital Development is a significant step toward building a sustainable technological ecosystem. The development of artificial intelligence is no longer just a trend, but an objective necessity.
This new ministry will coordinate digital transformation processes across the country and promote the integration of advanced technologies, including in the fields of education and culture. Since our Academy implements a multi-tiered system of education, it is crucial to begin incorporating digital skills and elements of artificial intelligence from school age, while simultaneously strengthening moral and civic education. Educational and moral development is especially important, as we are an educational institution in the field of culture and the arts—areas that today hold special, dual importance.
The Address emphasized the importance of advancing science and education. Special attention was given to supporting talented researchers, developing mechanisms to bring qualified professionals back to the country, attracting foreign experts, and creating conditions for their long-term work in Kazakhstan.
The President underlined the importance of preserving and developing culture and the arts, despite the rapid advancement of technology. He noted that artists must adapt to the new reality and use digital tools to promote Kazakh culture internationally. "Artists promote our traditions and culture abroad, and this deserves recognition. But in their work, they must adapt to the demands of the times," said the Head of State.
The President also emphasized that the concept of patriotism today goes beyond traditional views. It includes not only knowledge of language and traditions, but also active participation in the country’s life, serving society, and abiding by the law.
Special attention was paid to parliamentary reform—the transition to a unicameral Parliament—which will become a logical continuation of the political transformation process. This is part of a large-scale course toward building a Just Kazakhstan, where transparency and efficiency are the key principles. According to the President, this reform should become the subject of thorough discussion in civil society, expert communities, and, of course, the current Parliament. After broad discussions, in 2027, the President proposed holding a nationwide referendum, as all momentous decisions must be made with the consent of the people.
The President noted that Kazakhstan continues to build friendly and mutually beneficial relations with international partners. The global community highly values the stability, openness, and strategic importance of our country.
